I h ave entered text on the Personal Title text box, but it is not showing up publicly. is that feature disabled?

Do you mean the shoutbox ? when i post on there it repeats my post for the rest of the night

No when you go to your 'forum profile' page, there is a text box where you can enter a 'custom title'. that is the one i am talking about.

Your custom title is showing fine above your avatar. It is "The Google Scholar" right?

It is my fault actually. i just realised i was using the notebook layout. i have changed it to standard and can see it now.
