Predatory States

Just reading Charles Mann 1491 about the pre Columbian Americas.
He quotes an Archaeologist Alan Kolata, discussing predatory states. "This was not the centrally administered military power that term conjures..... "State religion and imperial ideology performed much the same work as military conquest, but at significantly lower cost." .. fearful of the supernatural powers controlled by its priesthood, local rulers subordinated themselves."
Did Uncle Mo and his followers refine and perfect a new form of warfare, one that does not require armies as much because people submit to smoke and mirrors?
