I think the parrots are either those released from the filming of African Queen and now found in varous parts of London or a very subtle reference to pirates and her holy noodliness!

I'm not from wf but I'd say that chingford plain (the old Essex parish) is hardly characteristic of some of the deprivation in the borough.
Anyways, I digress. Some of London is nice, some is shit. It is largely subjective imo.
